<P>Welcome to the April 2003 edition. The focus of the world's attention is squarely on the Middle East as the coalition forces continue to move deeper into Iraq, attempting to secure control of the country and drive the Saddam Hussein regime out of power.</P>

<P>I want to thank everyone who took the time to contact me, thanking me for the Special Iraq War edition of the <I>Newsletter</I> sent out to everyone a few weeks ago. Those comments appear in the &quot;Comments Zone&quot; If you are a new subscriber and missed it, you can find it, together with all previous <I>Newsletter</I> editions, at the archive site mentioned above.</P>

<P>There will be <I>two</I> Special Zones this month; the first with some additional war-related sites, and the second with sites relating to Passover, April 16; Easter, April 20; Earth Day, April 22; Eastern Orthodox Easter, April 27; and Holocaust Remembrance Day, April 29.</P>

<H3>The March Survey results</H3>

<P>What a very strange reaction to last month's survey question. To refresh your memory, here is last month's question: <B>What is your vice?</B></P>

<P>Well, I guess you people are willing to share a lot with fellow subscribers to the <I>Newsletter,</I> but not when it comes to your personal vices! I think this was probably the lowest turnout every. I guess we have to stay away from matters of a personal nature.</P>

<P>We had only 11 responses, including my own, and only two duplicate answers. Here are the results:<BR>

1 each for Nascar, B-movies, hot curry, curling, CDs, women and tea.</P>

<P>With everyone obviously to shy or embarrassed to participate in last month's survey, let's resort to a topic that not one single person in our group should have any hesitation about answering. <P>This is a Human Security project to establish an independent and comprehensive public database of media-reported civilian deaths in Iraq resulting directly from military actions by the USA and its allies in 2003. Results and totals are continually updated and made immediately available on this site and on various IBC counters which may be freely displayed on any website, where they will be automatically updated without further intervention. Casualty figures are derived from a comprehensive survey of on-line media reports. Where these sources report differing figures, the range (a minimum and a maximum) are given. All results are independently reviewed and error-checked by at least three members of the Iraq Body Count project team before publication.</P>

<P>The Main Intelligence Directorate (Glavnoye Razvedyvatelnoye Upravleniye, or GRU) is the all-seeing eye of the Russian military. Everybody in the West knows about the KGB but the GRU has always been Russia's primary and most capable intelligence agency with thousands of agents all over the world. This massive intelligence organization among other means of gathering intelligence is involved in all types of electronic reconnaissance operations, including communication intelligence (COMINT), electromagnetic intelligence (ELINT), radar intelligence (RADINT), television intelligence (TELINT) and infrared reconnaissance.</P>

<P>M&eacute;decins sans fronti&egrave;res (MSF, also known as Doctors Without Borders) delivers emergency aid to victims of armed conflict, epidemics, and natural and man-made disasters, and to others who lack health care due to social or geographical isolation. MSF was founded in 1971 by a small group of French doctors who believed that all people have the right to medical care regardless of race, religion, creed or political affiliation, and that the needs of these people supersede respect for national borders. It was the first non-governmental organization to both provide emergency medical assistance and publicly bear witness to the plight of the populations they served. Be sure to check out their latest information on the situation in Iraq.</P>

The three incarnations of Braniff between 1953 and 1992 get their due, alongside memorabilia from a few airlines still in the biz, such as American. Catch sight of flashy British tails at Heathrow and enjoy plane-spotting in Nepal. Don't miss the vintage and scrapped planes, including the very first Boeing 747 and a graveyard of decapitated, blind, and stripped planes. This site makes the skies look pretty friendly.</P>

<P>It has been nearly 30 years since the last large-area near-infrared survey of the sky was carried out. The Two Micron Sky Survey (TMSS; Neugebauer &amp; Leighton 1969) scanned 70% of the sky and detected ~5,700 celestial sources of infrared radiation. Since that time there has been a revolution in the development of infrared detector technology. New, large format, sensitive array detectors can now detect astronomical objects over 100 million times fainter than those detected in the TMSS.<BR><BR>

2MASS has uniformly scanned the entire sky in three near-infrared bands to detect and characterize point sources brighter than about 1 mJy in each band, with signal-to-noise ratio greater than 10, using a pixel size of 2.0&quot;. This has achieved an 80,000-fold improvement in sensitivity relative to earlier surveys.</P>

Now in its 15th year on the air, co-hosts Sheldon Harvey and Bill Westenhaver present this weekly half-hour of news, information and developments in radio broadcasting. Check out the CKUT website for the station's complete list of unique programmes.</P>

<P>You can also listen to recent International Radio Reports whenever you like.
